It was recommended that council put in place measures to manage the allocation of burial plots within the cemetery, with regard to the distance the person lives from Berry, connection to the cemetery and surcharges.
Unused burial licences issued more than 50 years ago were to be revoked for re-allocation.
It was also recommended that vehicle access be restricted and tree management rethought.
Using funds from the Bereavement Services Capital Works Program, it was suggested a new memorial garden and columbarium area be constructed at the entrance.
